ECONOMIC DEVELOPMENT EXECUTIVE DIRECTOR

Purpose of Position
The Executive Director of the Bulverde / Spring Branch Economic Development Foundation (BSBEDF) is responsible for the implementation and achievement of the objectives approved by the board of directors; supporting and implementing the Bulverde / Spring Branch Economic Development Strategic Plan; increasing membership and representing the BSBEDF to various other organizations.  It is imperative that the Executive Director represent the BSBEDF in a professional and positive manner.
 
Primary Responsibilities
 

Membership Retention & Growth

  1. Communicate with existing & new businesses to increase membership, hear business concerns, and encourage active participation in BSBEDF events
  2. Establish a personal rapport with potential and current members through regular phone calls and visits
  3. Maintain updated list of current membership with necessary contact information
  4. Set goals with the board for acquiring new members and provide a monthly report to the board on the status of those activities
  5. Conduct an annual survey of members and report findings to the board
 Administration & Finance
  1. Assist with the preparation of the annual budget; purchase all services and supplies necessary to operate the BSBEDF within budgetary limits
  2. Develop an understanding of the BSBEDFs accounting system including the chart of accounts, the QuickBooks program and basic accounting & budgetary principles; work with the BSBEDF’s contract bookkeeper
  3. Monitor accounts receivable; follow approved procedures to encourage payment of annual dues
  4. Prepare agendas, appropriate financial reports, council reports, and other attachments for the quarterly board meeting
  5. Maintain a functional office with special emphasis on providing a professional business office environment
  6. Oversee the maintenance, repair and management of the BSBEDF office
  7. Work with the board in identifying fund raising activities or sources of funds for the BSBEDF
  8. Consult with the President and Executive Committee on any actions which appear to conflict with this job description
  9. Provide direct supervision of hiring, firing, and performance management for all other BSBEDF staff.
 Economic Development
 
  1. Provide both proactive and reactive expertise for recruiting initiatives.
  2. Serve as Bulverde / Spring Branch Economic Developer.
  3. Ensure an active initiative to aid existing industry retention and expansion programs.
  4. Conduct and/or coordinate the marketing and research needs for BSBEDF
  5. Conduct the recruitment of targeted primary job employers for relocation or expansion into Bulverde / Spring Branch (BSB) area.
 Economic Development Liaison/Outreach
  1. Establish and strengthen relationships with Bulverde / Spring Branch Area Chamber of Commerce (BSBACOC), City of Bulverde staff and elected officials, Comal County, CISD, and utilities.
  2. Schedule and/or attend meetings of various groups within the business community when such meetings may involve or affect the purpose and function of the BSBEDF or projects related to the BSBEDF; report involvement/developments to the board
  3. Attend conferences, seminars and other agency meetings approved by the board or executive committee.
 Primary Employer Attraction Duties
 
  1. Strengthen ties to state Office of Economic Development and Tourism for support.
  2. Develop and maintain relations with architects, engineers, real estate developers, brokers, etc. – responsible for new projects.
  3. Review and evaluate all existing sites.
  4. Network with and provide pertinent information to state and regional development allies to generate prospects; hold allies workshop presentations.
  5. Respond to prospect and site selector requests, RFP’s, etc.
  6. Conduct prospect visitations.
  7. Attend tradeshows.
  8. Attend TEDC meetings.
  9. Participate in key supplier events.
  10. Continue regular meetings with reps of primary employers.
  11. Monthly meetings, communications, events
  12. Network with regional and state development organizations.
  13. Coordinate with SBDC, AACOG, lenders, City of Bulverde, Comal County, Bulverde / Spring Branch Area Chamber of Commerce and others to grow small business.
  14. Assist with enhancement of existing & planned business parks.
  15. Support local business start-ups for Entrepreneurship.
  16. Support transportation needs in community – City, County, TXDOT, AAMPO
  17. Support water and wastewater needs
  18. Support and encourage job fairs to lower unemployment rate.
  19. Participate with Alamo Worksource to increase local awareness of workforce issues and services.
  20. Transportation and Infrastructure
Public Relations & Marketing
  1. Perform public relations duties and public speaking related to the BSBEDF’s interests.
  2. Assist with the maintenance of the BSBEDF’s website and community calendar; distribute that information through various means such as quarterly newsletter,  email blasts, etc.
  3. Issue press releases and letters to the local press, business clients and public officials
  4. Develop publications, brochures, marketing materials and promotional literature for the BSBEDF
  5. Seek opportunities to list BSBEDF tourism and business events in calendars, appropriate publications and websites
  6. Other duties as directed by the BSBEDF Board of Directors

Position Guidelines
EXECUTIVE DIRECTOR

 
Reporting/Supervision
This position reports directly to the Board of Directors of the Bulverde/Spring Branch Economic Development Foundation, and receives primary direction from the President and Executive Committee.
 
 
Qualifications/Requirements
  • High School diploma required.
  • At least two years’ experience in economic development.
  • College Degree in Business Management or related field is highly preferable.
  • CECD certification is preferred.
  • Excellent command of English Language, both written and spoken.
  • Demonstrable, working knowledge of non-profit organizational management.
  • Strong communication skills and interpersonal relationship skills.
  • Solid understanding of customer service; must be able to work effectively with challenging individuals and situations.
  • Proactive, creative and results oriented approach.
  • Willingness to work extra hours to ensure active participation in BSBEDF and other community events.
  • Working knowledge of economic development national, state, and local incentive programs.
  • Working knowledge of developer agreements.
  • Experience in primary employer recruitment
  • Must be hard working, self-motivated, and willing to grow with the organization.
  • Must have valid driver license and reliable transportation.
  • Must maintain professional appearance.
  • Must be able to work with Board of Directors and Executive Committee to identify solutions to challenging issues and opportunities.

Training
BSBEDF will provide access to economic development resources to assist in the operational management of a BSBEDF. Attendance at industry conferences and other training opportunities will be at the discretion of the Board.
